Montana governor asks to create healthcare policy for his state

Governor Brian Schweitzer of Montana notced that his neighbors across the border in Saskatcewan have a population very similar to the state of Montana, but the citizens of that province in Canada live longer and also spend far less on health care.  According to Forbes, He has stated he will ask the federal government if he can set up health care on their own for the state of Montana, and bypass the current health care reform that is currently taking place in Washington.  He believes he can create a better health care plan for Montana by focusing on it's own needs.  The Democratic governor believes that this is one of the best ways to create more affordable care for his citizens, including lower prices on medicine.

At the Health Insurance Exchange Congress, officials from around the United States will be gathering to discuss how to best create a health insurance exchange that best fits each state and those who will be covered by the new health care laws.  To find out more about the program, download the agenda here.

Here is an exceprt from this exclusive podcast:

Glen, to you and Norm, do you have any advice for states that are just starting the process?
Glen Shor: I wouldn’t pretend that there is any one best way to do it for all 50 states. Each state has to first and foremost know their audience. The uninsured, of course, and the insured who are looking for better options in terms of affordable coverage and a good shopping experience. I think doing the best that you can to simplify the experience for people looking for affordable coverage will be to their benefit. Get the word out to everyone that you are in business and that you are here to help them. Closely collaborate with key stakeholders. Listen to their ideas and take advantage of their resources. Be flexible. Don’t think that after you’re up and running that the work is done. The work is really just beginning. Improve on things you do well. Look for new solutions for things that you could be doing better. I think these are probably words of advice for any successful enterprise and it is certainly the case for health insurance exchanges as they spring up throughout the country.

Norman Thurston: Some of the things that we would really encourage people to do is definitely understand your marketplace, understand what the problems are and develop a solution that is tailored to those problems. But, recognize that that solution has to be scalable. It can’t be based on manual processes. It can’t be based on paper and people doing data entry. It definitely has to be automated and be able to handle a large volume.

It’s also critical to keep as much of the existing market intact as you can. Most states will find that they have a lot of people who are insured and they want to keep them insured the way that they are currently insured. You don’t want to design something that interferes with what’s already going on.

Then, in terms of technology, making sure that you reach out to private solutions. Do a lot of beta testing to make sure that the private solution really does what you want it to do. It’s going to take more time than you think; it always will. Just plan on going slow to make that work.

Healthcare costs see lower growth rate for 2012

For the first time in several years, healthare costs will only grow 7.1%, whereas over the last few years 9% has been the standard since 1997.  A few reasons for this, according to the Los Angeles Times, is the fact that many patients are staying away from doctors in the poor economy in addition to more health education which is keeping patients away from the emergency room.   Employers have also been making cost-cutting efforts by moving workers into lower-cost health plans or slashing expenses by raising insurance deductibles.

However, the cost cutting will still outpace of the growth earnings, which will leave employers with a need to find a way to cover the costs.  This will likely be through higher deductibles and copays.

What can employers and patients to next year to continue to slow the cost of growing healthcare rates?

Does healthier living suggest lower costs for healthcare?

The state of Utah spends less per capita per person on health insurance than any other state.  The Salt Lake City Tribune suggests that their healthier living style is one of the factors leading to this.  Their premiums are below the national average, at an average premium is of $173 a month.

In addition to their healthy lifestyle, the Tribune suggests these reasons for lower cost in healthcare:

  • -By not mandating coverage on certain coverage, such as contraceptives
  • -Utah employers offer health benefits at rates below the national average
  • - Insurance companies and their ability to negotiate discounts with hospitals.

Is it illegal to omit abortion in healthcare exchanges?

American Civil Liberties Union have served the state of Kansas a lawsuit that claims it is sex discrimination to purposefully leave abortion out of health care exchanges, which the state of Kansas has passed a law to do starting 2014. They also claim it is illegal to tax on a constitutionally protected procedure as abortion is. According to the New York Times, Kansas forbids abortions in complete state plans, but allows insurances to sell separate riders. Kansas is just one of 13 states that has enacted this law concerning health care exchanges.

At the Health Insurance Exchange Congress this November, we'll bee debating the constitutionality of exchanges and the ACA, as well as recent court cases that have ruled for and against specific aspects of exchanges.  For more information on this session and the rest of the program, download the brochure.
